Press Release:

State’s Legal Service for VR Consumers Has Moved: Client Assistance Program (CAP) Joins the Alabama Disabilities Advocacy Program

Client Assistance Program: Press Release
For press questions, contact Nicky Watkins at nwatkins@adap.ua.edu.

What is the Client Assistance Program (CAP)?

The Client Assistance Program (CAP) is a federally funded program that provides information, advice, and advocacy to people with disabilities who are applying for or receiving services provided by the Alabama Department of Rehabilitation Services (ADRS), the state’s Independent Living Centers (ILCs), and other programs funded by the Rehabilitation Act of 1973.

How does CAP help people with disabilities?

  • Providing information about disability rights, employment, vocational rehabilitation, and independent living
  • Advising people with disabilities of their rights under the Rehabilitation Act and the Americans with Disabilities Act
  • Helping people apply for, understand, and receive services from ADRS, the state’s ILC programs, and other programs funded by the Rehabilitation Act
  • Identify problems and solutions between consumers and rehabilitation program staff
  • Providing legal assistance and advice
  • Referring people with disabilities to programs and services
  • Conducting education and training in the community
  • Advocating with state agency administrators and the state’s Rehabilitation Council to make recommendations on policies and practices

The CAP can help if:

  • You have questions regarding the services available from a particular rehabilitation program.
  • You have been determined ineligible for services and you disagree with the determination.
  • You are experiencing delays in the processing of your application for eligibility with a rehabilitation program.
  • You are experiencing delays in receiving services for which you have already been determined eligible.
  • You have been refused services which you feel are needed to reach your individual rehabilitation goal.
  • You are having problems with your rehabilitation program that you have not been able to work out with your counselor.
  • You disagree with the termination of a rehabilitation service or the closure of your case.
