​Protection and Advocacy for Individuals with Mental Illness
​(PAIMI)
 Priorities FY21

ADAP’s PAIMI program priorities are established annually by ADAP’s governing authority working jointly with ADAP’s PAIMI Advisory Council. Below are our proposed FY21 PAIMI priorities along with examples of the advocacy strategies we will pursue under each of them.   Protection from Abuse & Neglect
Individuals living with serious mental illness
SMI) or serious emotional disabilities (SED) will
be free from abuse and neglect and live in
healthier, safer or otherwise improved facility
or community settings.

Under this priority, ADAP will:
• Investigate and monitor in facilities
   and community settings in response to
   allegations of abuse and neglect
• Seek individual and systemic corrective
   actions to identified abuse and neglect
• Protect the safety and well-being of in-
   dividuals with SMI involved in the crimi-
   nal justice system

Supporting Self-Determination
Individuals living with SMI or SED will be em-
powered to make their own decisions about
their lives to the maximum extent possible.

Under this priority, ADAP will:
• Advocate for the expansion of peer
   supports
• Pursue lesser alternatives to
   guardianship

Educational Opportunities
Youth with SED will be provided a free appropri-
ate public education in their least restrictive en-
vironment.
Under this priority, ADAP will:
• Provide individual special education ad-
   vocacy services to families of children
   with SED related to eligibility, inappro-
   priate discipline practices, provision of
   appropriate services in least restrictive
   environment, and transition to adult living
• Engage in systems change activities to
   ensure that youth with SED are af-
   forded equal educational opportunities

Community Access
Individuals with SMI or SED will have access to
services and opportunities that will enhance
their ability to live and work as active and equal
members of their communities

Under this priority, ADAP will:
• Advocate for accessible and supported
   housing
• Advocate for supports to foster com-
   petitive, integrated employment
• Protect access to healthcare services as
   the state transitions to a Medicaid
   managed care system
• Ensure that Medicaid-eligible children
   receive all medically-necessary mental
   health services
• Advocate for treatment access for
   dually-diagnosed individuals (MI and
   ID/DD)
• Advocate for treatment services in the
   least restrictive environment
