Protecting Youth in Residential Facilities

Under federal law, ADAP is authorized to monitor and investigate in programs and facilities that serve youth with disabilities to ensure their safety and to protect their rights.

There are hundreds of facilities in the state, licensed by the Department of Human Resources (DHR) and the Department of Mental Health (DMH), that house youth with disabilities. To ensure that youth living in residential settings have their disability needs met and their rights protected, ADAP:
  • Monitors in residential treatment settings
  • Investigates allegations of abuse and neglect against youth in such settings
  • Provides technical assistance in individual cases to guardians ad litem and other advocates representing youth with disabilities
